HISTORICAL CONTEXT

Following his tenure within the Supreme Court of Nepal and close engagement with senior judicial leadership, Adarsha Kumar Shrestha transitioned into the highest level of executive administration, serving as Chief Personal Secretary to Prime Minister Sushila Karki, where he functioned as a key link between executive governance and institutional coordination.

In this role, he facilitated communication and coordination between the Prime Minister’s Office, constitutional bodies, ministries, and other government agencies, ensuring smooth execution of executive priorities. He was actively involved in managing official correspondence, organizing high-level engagements, and maintaining structured administrative workflows within the Secretariat.

His responsibilities also extended to supporting internal governance systems and strengthening operational efficiency within the Prime Minister’s Office. Drawing on his background in law and digital governance, he contributed to maintaining confidentiality, discipline, and procedural accuracy in decision-making and administrative processes at the highest level of government.
